I guess I can understand this concept as I&#8217;ve found that even at low volumes, you are quite distracted by the voices directly in your ear. I also find that it&#8217;s quite different that listening to the radio in the car, much more distracting.<\/p>\n<p>Perhaps they should enforce this in all public places. Just look around while you&#8217;re walking in the mall. Almost everyone seems to have something plugged into their ears or be talking on a cell phone.
